Wasn't going to release this one, but I've changed my mind . This is the system I used when giving hot pairs for all states found at https://www.lotterypost.com/thread/229686 . So as you can see, it works to the tee! It's actually very simple. If you realize when I posted my pairs, they ALL have the digit 9 in them.
