Expired winning tickets....
I read about a similiar case a few years ago concerning a state lottery where I think there were 3 winning tickets and one went unclaimed. The decision in that case was that each ticket won a potion of the jackpot and each ticket holder was only due 1/3 of the jackpot, because that situation was covered in the rules of the games. I would bet that the Powerball game have a rule to cover that situation also.RJOh

As I understand those games, only the Jackpot winners are FORCED to receive their winnings in annunity payments, everybody else get a their winnings in a lump sum and jackpot winners are less than .00000001% of all the players. More than 99.9% of the players get their winnings in lump sum. Until you actually win one of those jackpots, you have little to complain about.RJOh
