Just a few snips of statistical info for Ohio...
The front pair 98X has been drawn the last three consecutive games in Ohio. Of course this isn't the only time we've seen such events occur. Its also happened two other times in the front.

Yes...that is true. In the case of a 50/50 chance, you would be in a position to have to play the Martingale progression as you pointed...the doubling up of your bet after a loss. I would NEVER advocate such a strategy. That is the fastest way to ruin imaginable. In the lottery, you aren't playing a 50/50 chance, so your bets increasing would be much flatter than the ultra-steep Martingale.

It depends on what you mean by a long string of low level wins and a large jackpot. There are several ways to interpret your question, and I will give you just one based on recent events.
Between April 21 and August 1 of this year, we had a string of runs in which the jackpot never passed $100M in advertised annuity value. The lengths of the runs in this period were 8 (about average) followed by below average length runs of 5, 4, 3, 6 and 4 draws.
