When it comes to this type of issue people on both sides of the issue tend to over and under exaggerate things to try and make their point.
Casinos, for example, exaggerate the percetnage of players who are problem gamblers by low-balloing the real figure, but those oppossed to gambling also over-exaggerate what they say are the number of problem gamblers.
The truth is always somewhere between those exaggerated figures.
