I believe it's happened twice since the game started but it doesn't say in the archives how much was paid out each drawing so I don't know the exact dates. They show the size of the jackpots for MM, Classic Lotto, and Rolling Cash 5 but I guess since the Ten-Oh jackpot is constant, it's unnecessary to show the payoffs.

I hear you on the $1 per play issue. I think they are looking for any way possible to make jackpots rise faster -- that's probably 95% of the reason.

I use this system to pick numbers for the Ohio Classic Lotto for the last four drawings since it started having record size jackpots and got a match4 even though I couldn't get a match3 the other times. This has encouraged me to keep trying and be ready when the top distribution patterns come up again. Before MegaMillions was available in my state, I would travel an hour to an out of state location to buy PowerBall or BigGame tickets when their jackpots exceeded $120M+ but I also picked up tickets for friends too. Now I only travel to town to get tickets for myself.
