To those that have scammed,sinned, lied to play the lottery...
It doesn't work that way in society. If we forgave every thief with a simple Let it go we would all be victims of their theft. That is why thieves are punished in every society and in every civilization since the dawn of Man. There is only one resolution to this...atonement.
This is not a two-party issue. Stealing is an anti-social behavior and affects all of us.
When one atones for their actions that is when the healing and foregiveness process begins...not before.

All kidding aside, this isn't a bad question at all. AFAIK, if someone is the ticket bearer and no crime has been committed, he is the rightful owner, but it's a good idea to keep track of where you buy tickets. I always suggest that anyone who wins a large amount of money should get legal help anyway before claiming the money. lol, exactly. Since my last post, i am actually just starting to play online. I havn't even started to make serious money and I know how grateful I am to have it as a choice. As far as identity theft, to me, it is the last thing on the back of mind to be worried about it...the more you fear it, the more likely it is 2 happen 2 you with unfavorable results. Give anything to much attention in life and no doubt you will get what you asked for, it's just the laws of life.

Unfortunately, there is no way to crack pick4...UNless they change the machine and make it look like a cylindrical or squared gumball candy machine that is bad the numbers from the bottom (just a theory)...And that they make the balls a bit bigger...That's the only way i can think there will be a way to make money off of pick4..

I agree with Orangeman. The problem fueling this bill is not gambling itself but due to the credit card companies. Even porn sites are being restricted to not using the major credit card companies.
