I have a bit of sympathy about that response that players were getting from the lottery, mainly because the lotteries all get accused by angry gamblers daily of being rigged. I too have had 'trouble' with what's being argued so passionately in this thread. When I lived in the Northeast, although I lived in New York State, I lived in close proximity to Pennsylvania. Every Fall The PA Lottery (for what I'm guessing is the last 20 years or more) holds their Millionaire Raffle. According to the raffles official rules, a maximum of 500,000 tickets can be sold.
