The answer is that you are not getting interest . You are getting a cash payment from the lottery as a part of the annuity stream. It is not interest to you. The payments are taxed as ordinary income. The state making the payments can tax you. Your state of residence will tax you. But there tax reciprocity agreements in place between states so that you don't get double-taxed.

I just wish they offered a lump sum for the jackpot say 5 mill ? If you stretch 7,000/wk over 20 years(the standard annuity garantee), you get 7.28mil 65%(the standard lump sum percentage) of which would be 4,732,000. Round it off to an even 5mil -taxes. This would give the older folks more incentive to play. I think they're alienating a large % of the lotto players by not having a lump sum option.

but not a prize for matching 3 numbers with the 2nd line. You can still win multiple prizes on one ticket if the ticket has multiple bets.
There probably are people that believe if they match 4 numbers, they should win the four 3 number prizes too so the lotteries made it clear in their rules only the top prize will be paid or something like that.
