Thank you, that is pretty much the case. PCH awards prizes as an annuity, so there is the option of the 30 year pay out or a lump sum of the present day value of the annuity. That value varies due to market conditions. We took the cash option, and we're happy and debt free. :)

Question about Ohio Classic Lotto
As stated on the Ohio Lottery website site, the cash value of Classic Lotto jackpot isn't related to the interest paid on government bonds as the jackpots of PowerBall and MegaMillions are, the state will simply pays 50% of the advertised jackpot if you prefer cash to an annuity. Apparently any money that can be made in excess of the 50% would go to the state.

When the economy tanked, they showed a college student who had won a million on a scratchoff and invested it all hence lost half with the market. It took the sentionalism of the economic difficulties to make that scratchoff win newsworthy.

Three number matches
OK, this is on the Canadian Lotto 6/49 because there's a lot of historical data, it goes back to 1982 and for the time being I'm in Canada rather than Texas.
The minimum that you have to match in the 6/49 is three numbers so I took all 2,734 draws and parsed them into the three number combinations from each draw then I have a script running through all 13.98 million combinations scoring them on how many three number matches they would've had, if the combination was one that matched all six n
