Having an annuity gives the winner an alternative to taking a lump sum payout, which, depending on the winner, could be beneficial. I'd assume age and manageability are the biggest factors.

I agree, Powerball's cash option really isn't worse than Mega Millions', because they both roll at about the same rate now ever since they began cross-selling. Before they began cross-selling, Mega Millions' cash jackpot rolls were quite larger than Powerball's, and Mega Millions' annuity jackpot rolls even outpaced Powerball's then.

Yes, it looks like the Powerball cash jackpot is rolling just as fast as the Mega Millions cash jackpot now. The reason Mega's looked faster on the second roll is because Mega's cash jackpot starts lower than Powerball's, even with Powerball's inflated annuity.

It is remotely possible with MM to do that. With that lottery being almost national, it would have unbelievably high sales, almost certainly representing the highest sales figures ever recorded in either of these lotteries.

Dual multi-state lottery sales may keep jackpots lower
They must not teach you about smoke and mirrors at the University of Georgia. Powerball does not calculate its jackpot the same way Mega Millions does. Look at the cash values of the jackpots compared to their annuity values.

That would do it alright. Ohio once had a rule that the maximum one lottery ticket could win was a $20M annuity regardless of the jackpot size which stopped a lot of people playing the Ohio Super Lotto game. They got rid of that rule when they saw thousands of cars with Ohio tags lined up to play the BigGame and PowerBall in adjacent states.

well , annuity means if you blow it for 1 year, you only have a year to wait to blow it all again. after 20 years of blowing 500k a year you should have some practice at not losing all your money.
