At the time of purchase, the courier operator produces the ticket with the wager, and stores it. If it is a low-prize winning ticket, it cashes the prize and send the money to the plays.
If the win is above $600 the courier operator sends/gives the ticket to the original player and this one is the one claiming the ticket going to the lottery office.

No, banning courier services has no impact on money laundering. You're confusing the issues. It is the buying groups that present the money laundering aspect, not courier services. The lottery and the state have done nothing to prevent buying groups, and thus have done nothing to prevent the theoretical money laundering.
I have no idea about the cap on winning or whatever you're referring to there. I'd rather keep focused on this particular topic.

Online Scratch-off aka Instant Tickets
Massachusetts has recently begun selling scratch-off tickets online through courier services like Lotto, Jackpot, Jackpocket, and more. I'm sure many other states do as well. If you know any other couriers, please do share. Couriers make money by charging a courier fee, a percentage of the ticket's cost. My fees usually are just a few cents, which I don't mind spending for convenience.
I generally trust courier services with jackpot and pick-number games, but I haven't tried scratch-off tic

i don't know how it's relevant to this lady's situation because it doesn't appear she violated any of these laws, and i think she used the courier at a point in time when they were still allowed to operate.

I too would want her to get paid, I believe it's her right and if there is no reason to suggest otherwise she needs to get paid.
I am tempted to believe that her legal counsel used the safety argument to justify the use of courier and there is no need to justify that - if the courier is there and one wants

Yes am just saying that if a cust can purchase a scratch off thru the courier and a winning tkt by anyone is not investigated then why shld a winning lottery tkt purchased thru courier cause a big issue
this is just an example but I would be upset at u holding millions of my $$$
