EXCLUSIVE: Weeks-long computerized draw error prevented many DC Lottery tickets from winning a prize
The DC government is well known for being very incompetent across the board and that is one of the reasons it cannot get statehood. A one traffic light town is more competent.

Arizona lottery retailer employee sued after buying $12.8 million ticket knowing it was a winner
Was the ticket created before the draw ? Appears to be
Was the ticket legally sold to a person who can legally purchase it ?? Appears to be
Can the legally printed/not-yet-sold ticket be purchased after the draw ??
Does the Manager have any history of buying returned tickets, after any previous draws ?
This will be interesting if/when it gets to a court and not in the Lottery Commissions hands.

Judge dismisses $320 million lawsuit for DC Lottery posting wrong Powerball numbers
Cheeks went pro se a while back. I am sure it was likely due to non payment to his attorney.
I have been following the cases and my understanding is that the DC lottery and MUSL ( and vendor?) actions are still pending but should be dismissed soon. Only the Florida lottery matter was dismissed. I have no clue why Cheeks included the Florida lottery as a party legal strategy wise.

My experience as a foreigner living outside USA..
My courier service allows me to buy tickets in overseas lotteries. I play worldwide over the Internet
Some services buy your ticket (your order) and scan it (to prove that they bought it :)). Some (My service) just seem to add the lines I buy to their total order.
If your ticket wins anything, they claim the prize (but your account is credited immediately.. It may take time to actually get the cash for larger wins).

Florida man arrested after attempting to cash stolen $115,000 Fantasy 5 lottery ticket
This story might be more complicated than it already appears to be.
Jawed presented the ticket to The Florida Lottery and initiated a claim on October 20.
Authorities contacted Jawed by phone on Nov. 24, 2025, and visited his home on january 5th. He was booked in The Palm Beach County jail on January 8th.
That says to me that Jawed could have been paid by The Florida Lottery on October 20th, but if they did that, then they would have withheld Federal Income Taxes from the payout. S

it was the first time a big winner was amongst the rejected pile.
I think I remember a similar story in the past, but it's not a good enough memory to be very confident. Memory aside, probability suggest that it would he been for a smaller amount prize.
I'm obviously not a lawyer but it's pretty obvious that the ticket belongs to the store.
It was unsold at the time of the draw therefore the store had to buy it.

Yeah but the ticket isn't really yours until 1. You sign it 2. You present it to a lottery official right ?
The ticket is yours the moment you buy it. What it isn't is an financial instrument worth millions. Even after the drawings it's not worth anymore than you paid for it. The ticket only becomes valuable when the lottery validates it and says it's worth the prize it won. As a practical matter it becomes valuable as soon as you submit the claim, but the money isn't yours until the ticket
