As for the concept, you nailed it! Pool prizes are divided up amongst the participants based on their # of entries.

T5 players in New York might be interested to know that there are still four numbers yet to be drawn in June. During most months, all 39 numbers are eventually drawn. (It does happen where a number has zero hits during any given month, but that doesn't happen very often.)

I managed an office pool for a few years at a previous workplace. Let me tell you it was a lot of work to run. It was originally me and one other person I shared my office with then another wanted in and another and so on until I think we had around 10 people or so at one point. The way I did it was on payday which was every 2 weeks, each player put in $4 and I bought a mix of Powerball, Louisiana Lotto, and MegaMillions tickets. what rules should a lottery pool have? some ideas...
-everything in writing and list of rules signed by all participants
-who's in charge of buying and bookkeeping
-amount everyone contributes
-what game or games
-only play when the jackpot reaches 'x' amount
-what to do if someone forgets to buy in for a drawing
-what to do with small wins under 'x' dollars: distribute to pool members or save it to buy more tickets next time
