What is it with these private companies taking over state lotteries? Promise them a big profit to get the contract and then just say sorry about that when they can't deliver? I bet the private company still made a nice profit in spite of its short fall.

Where should the money go?
Whatever is written in their bylaws is what should be done. They have a right to do what the contract says when they formed the states lottery. Some lottery web sites have these by laws on their web pages.

PowerBall finally may has the edge it's been seeking
I think it is nice the clerk promised to save those tickets for you but it is probably a bad practice overall to hold onto unpaid for tickets for a customer (for mistake tickets). I would think since no cash exchanged hands, the clerk would be under no obligation to save them or give you the right ones. It would fall under a discretionary personal favor vs a legal responsibility or some duty of care probably. There would be no implied contract since there was no consideration.
