You are right Coin Toss, lottery corporations are like the casinos and never really lose profit ... the can only make money. I have the fortunate opportunity of living in Canada where every lottery game is tax free. Even the largest lottery win is not taxed. 8-time B.C. Lottery winner has history of fraud
There is no law in the United States, or in Canada that prohibits a lottery retailer from purchasing lottery tickets. Just because they're retailers does'nt make them any different than the rest of us. If they win then so be it. Christ where are these peoples mind at anyway. Starting Your Own Scratch ticket?
I don't know the Canadian laws, but since governments are governments, I suspect it would be illegal in Canada for an individual/individuals to try and distribute their own scratcht tickets, just as it is here. The govt controls them. Only the govt (here at state level) is allowed to distribute them. And the last thing the govt would want is someone else going into competition with the govt !

In the U.S. only the state governments can run a lottery - including scratchers. Any private atempt to do so would come under the RICO Act (racketeering). Probably Canada, too, whatever your equivalent law is. Some compnaies use scratchers for promotions for % off discounts or a free order of fries or a coke, but never cash prizes.

I agree! I do beleive if the persons name is on the back you can't cash it anyways without identification... so if your not him, your not getting it anyways.... at least up here in Canada I think its that way. I know they asked me for a piece of i.d. when I cashed a $1300 ticket... 40 million... definately.
