I read a online article which said that people can predict some events up to 3 seconds in advance.
I wrote a small program to test this theory. This program allows the user to set a time delay up
to 3 seconds before it randomly generates either a digit (0) or (1). The user tries to predict the
future value and then press either the [1] or [0] button which starts the delay. Once the delay
has expired the RNG will generate a 1 or 0 value and check it against the value the user predicte

Okay, OP, whoever told you the annuity gets taken over by the government has no idea what they're talking about. That's such a stupid assumption that it truly bogles the mind. I came away from the article with the opinion that expert lotto offered no mathematical advantage.
Every lottery system I have ever tested relies on some type of conditional element. If the elements
are factored back in then the we will wind up back where we started. Some software's require the
user to make choices while others make choices for us but in the end nothing will ever move us any
closer to a JP win unless we are able to calculate the seed value for RNG based draws.
