Yikes! I'm not so sure I would want those kinds of restrictions. I have no criminal record, but why would I want anyone to be keeping track of how many lottery tickets I buy or where or when? Anyone can play the lottery who is over 18. In Florida many people from other countries buy tickets. Anyone can claim their prize as long as they have the proper documents. Just because they have the ability to track winning tickets before they are claimed doesn't mean it's a good idea to do it. Having a record of where winning tickets were sent can potentially be useful for security reasons, but monitoring that distribution ahead of times offers potential for fraud. Powerball has been struggling since North Carolina joined. Mega has been struggling since it's inception as it's current game. Without a price increase or some other change I'd get used to the idea that large jackpots for either game are a thing of the past. Eventually Euromillions will hold all 10 of the top 10 record jackpot amounts unless they add Germany or some other large country without changing the odds.
