The CA payouts are not the only thing about MM that's not the same in all 12 states. Texas has the Megaplier, and of course NY and Texas (if not also NJ) require the cash/annuity choice when you PLAY.

MA Megabucks is the only jackpot game that remains annuity-only. OR Lose for Life and PA Unlucky for Life do not have a cash option. As for GA-KY-VA Lose for Life, only VA offers a cash option, according to www.valottery.com , but for weeks there has been no mention on the site of the $520,000 lump sum.

Actually, the higher the interest rate, the LOWER the cash percentage. If a lottery does a poor job of investing the money, the the cash percentage goes UP. Assume that a lottery can only earn ZERO percent on the cash. Then what is the cash percentage? With zero earnings, the cash amount and the annuity amount are the same and the cash percentage is 100%.

The Cincinnati Enquirer (www.enquirer.com) says the ticket was bought one block from a university. I'm hoping it wasn't bought by a young student (or group) who MIGHT choose annuity.

$50 scratch ticket
Since 2000, when Tax-Free Million was retired, all NY million-dollar scratches have been annuity-only. NY's $10s and the one $20 are no good for that reason. Many of NY's $5s have the same problem, and we still have a $2 Lose for Life scratch.
