So basically, whatever lottery it is we are talking about... They determine who or where the winning ticket comes from, they determine when the jackpot wins and when they want it to rollover... Yes and NO. Yes, being able to stay anominous would be a good thing. But keep in mind this crucial bit of information. The Lotteries are a State Run Institution headed up by politicians.
