They're very aware that if they do that, they'd lose a lot of money because people would win more, much more.
Where's the proof? That sounds like a copout: I'd win a lot more if only they didn't do the pre/post draws. That's a victim mentality. It reminds me of Sergio Garcia whining and complaining about a golf course, blaming that as the reason for not winning, when other players fly past him and win on the same course.

How much do people spend buying scratch tickets?
It all depends on each person's disposable income. Only spend what you can afford to lose. Treat it as your entertainment budget, like it's not coming back.
I dunno what average would be, but $5 to $10 a day would not seem out of the ordinary. I maybe do around twice that.
What would you spend each week on going out to movies/shows? Or on golf/sports? or on eating out? And don't scratch sad/mad. Don't get emotional, unless you win big, then you can celebrate. But don't get angry, just walk

I hear ya girl!!!! I agree about traveling. I work in the tennis business but if I won I wouldn't open a tennis club because I want to travel the world and play golf and tennis. Maybe even go to Margaritaville!
I didn't know that horses show emotion. When I was a child I used to watch a TV show called Mr. Ed . Mr. Ed was the horse who could speak and had a sense of humor. Great show.

I agree that a broken-in car (used) is just as good as the newer ones. The first car photo (Mercedes I think) is gorgeous and you'd look good in it (that's your photo in the Avatar right?).
The Jeep looks cool and I'd love to have a golf cart that looks just like it. The Pickup is sweet and would be a great car to get around the compound in (the big house you're going to buy).

Can a non-profit Org. cash a JP ticket and NOT pay taxes?
I hate paying more than my fair share of taxes just like anybody, but if and when I win a lottery jackpot, the last thing I am going to be thinking about is how to avoid paying taxes. That usually does not end up very well for those who try to do that (er, uhm, can anybody say Richard Hatch, Wesley Snipes, Charlie Rangel...oops, not paying your taxes only will land you in jail if you are not a Congressman!).
