I dislike annuity only winnings, but the rules were posted when she bought the ticket - if you don't accept the rules buy Powerball. I dislike 3rd party payouts even more - why give part of your winnings to shady companies when the state can and should write you a check? I wouldn't bother playing. Most winners get a NY Cheapo 6/59 subscription, and most of the value of the scratch tickets is for annuity-only (no cash option) games.

How do you take it
Given a jackpot where the after tax prize is less than $20,000,000 I would not hesitate to take the cash because it can all be fdic insired in a CDARS account. Given my inexperience at managing anything greater than about 38,000 a year, however... these big jackpots make me wonder about the annuity. I would most certainly seek the advise of a financial planner before deciding. I don't know about the high finance, but I see it like this... using PB estimates for this coming saturday scen

Probability of a MegaMillions rollover.
Qualatively, without too much analysis, sales for MM seemed relatively unaffected by the large CA jackpot. CA often exceeds NY sales, but NY seems to have contributed the most to MM sales in general. Is the Lottery (PB/MM) corrupt?
Mega Millions could still get a record level jackpot without California. I highly doubt it'll revert back to the 5/52+1/52 matrix even if it lost California. Remember Powerball broke its previous (annuity) jackpot record even without the added support of another big state after the MUSL changed its matrix.

mega millions or powerball
I've only played the Powerplay three or four times, and that is the only realy difference to me. The ratio between cash and annuity, or the odds mean nothing to me - the other hundred million people don't matter when I win, or when I loose; they are just numbers. I am going to win or not win. Mega gives me a higher dollar value when I win.
