one billion dollar jackpot!!
They already had a billion dollar jackpot - it was called Pepsi billions. (even though you could only win 1 billion). It had the most inflated annuity ever. Cash value would have been less than 1/4 of the advertised prize. I would rather see lotteries move away from bogus jackpots and have tax free cash prizes rather than inflated sums no one will see or get.

I don't think it precludes Virginia and Georgia reintroducing their 6-ball games. Most states seem to have both a Win For Life annuity game and an in-state jackpot game.

What's wrong with Texas Lotto?
One reason is this, Lotto Texas gets lower sales than the in-state games in CA and NY. Another reason is both CA SLP and NY Lotto uses a graduated annuity system like Powerball, which creates a bigger advertised jackpot. Lotto Texas on the other hand uses a traditional equal payment system, like Mega Millions.

Good idea, but in the States there are other issues, like having to pay taxes on lottery wins, some games still forcing winners to receive annuity payments in lieu of a lump sum, and, in the case of my in-state lotto jackpot game, a terrible (40%) prize return (3/6 wins ONE DOLLAR in our 59# game, v your 10-pound payout in the UK Lotto.
