Why is the new cash option so low for MM?
Along with the matrix change, MM changed the annuity from 26 years to 30 years. It's marketing. Many people just see the advertised annuity amount and won't know that the cash value relative to the advertised jackpot was considerably weakened with the change. I know this will never happen, but it would be nice if lottery jackpots are advertised with their cash values rather than annuity values, then people will be comparing apples with apples across various JP games, old/new, etc. The annuity

Why is whether or not they anounced an increase relevant? If they promise an annuity value and come up short they're on the hook if somebody actually wants the annuity. Otherwise the jackpot, whether as cash or annuity, is determined by how much money is in the jackpot prize pool, and that's a simple function of how many tickets are sold. Assuming the sales figures are correct, that puts the final jackpot modestly higher than the advertised amount.
