Is Cash Only a predictor? If so I would like to play all his numbers, and if I hit it big choose the annuity option. I wonder if that would tick him off?

Oklahoma/Hot Lotto
Yeah, Hot Lotto should be like the Illinois Lotto, and start its jackpots at $2 million annuity with minimum rollovers of $500,000 (IL Lotto's minimum rollovers are actually $250,000, but keep in mind it draws three nights a week, and its minimum rollover when it had only two was $500,000). However, it probably needs more states to join before it can do that.

Maybe you should stop trying to decide what is best for others to play. I still do not know why you even care how much money someone else wins, or how they choose to claim it. Annuity or cash, it is all still cash period...

Oh yeah, I think Powerball does take money out of its jackpot to fund the set cash prize reserve. While the MUSL reported that the annuitized prize was $113.2 million, based on sales for this run, according to http://www.lottoreport.com/powerballsales.htm , the cash value of the jackpot should be $56,419,432, which amounts to an annuity value of approximately $115.9 million. worst gift?
As far as lottery subscriptions as gifts, the worst games are MA Megabucks and NY Lotto. Megabucks is annuity-only; NY Lotto pays back only 40%.

Rhode Island and Massachusetts
MA is mentioned frequently here on Lottery Post. You have the very good (Ca$h WinFall), as well as the very bad (annuity-only scratch games and Megabucks) within the same state.As for RI, I wish it had MUSL Hot Lotto (closest to you is New Hampshire).

Holiday Gifts
I have one of each, Megabucks, Mass Cash and CASH WinFall. I prefer lump sum payouts but, I won't refuse an annuity if I am lucky enough to win Megabucks. I can cry all the way to the bank.
