At least they tell you exactly what you're getting. When the NY Lottery says $1,000,000, they mean $50K each year for 20 years. But when PA says $1,000,000, they mean $1,000,000. If it's an annuity, they'll tell you how much for how long, not the total.

I don't much like the scratchers.
MA and NY are the worst scratch-off states because each has numerous annuity-only prizes. I would play only the $1s and $2s in these states.

PA's Holiday Instant Games- The Truth.
At least NY and PA seem to avoid annuity-only holiday-themed games. NY King Kong is not considered to be a holiday game.

OH Lot O'Play v PA Unlucky for Life
I know that LoP is a bingo-style can-win-only-once-on-a-ticket game, so I would not be p***ed off like so many players appear to have been. The one thing that bothers me about LoP (the game it replaced, Super Lotto Plus, had the same rule) is that the cash option is exactly 50% of the annuity, instead of a floating percentage like MM and PB.

How I would improve the PA Lottery: - Drop the price for Lucky for Life Lotto to $1. That's all you need to fund $3000 a month for life. They only have it at $2 because they knew it wouldn't sell.- Get rid of Match 6 Lotto and bring back Super 6 Lotto. I liked 3 plays for $1 better than 3 plays for $2. I would start the jackpot at $2 million annuity, but not require payment option at the sale. I would make the matrix 6/56 instead of 6/69.- I would use ball machines for the mid-day drawings

Twice (2003 and 2004.) What happened with this year I don't know. The Pepsi annuity was 40 payments with a balloon, with a $250 million cash option.

Couple Claims $4.6 Million Lottery Prize With Hour To Spare
In some states, the 60-day clock in which to choose cash starts with the drawing (eg Florida and Missouri.) They would have been stuck with annuity payments if CO did the same.

It's gonna take some huge odds and a world-wide consortium, but we could reach a $1,000,000,000 30-year graduated annuity if we really tried. But not for while. And a billion in cash would be a laughable situation.
