Cash:I did not mean to imply that every lottery let's winners make the choice after they win. The IRS only allows it and allows up the lottery to give a winner up to 60 days to make the choice. There are lottery games and lotteries that offer less than the IRS will allow - that is the lottery's option.Annuity games exits; choices that must be made in less than 60 days exist; and being able to only make one change exists.Whew! I think that I've got everything covered now. <G>

N.Y. Lottery's King Kong Millions makes 6 millionaires
I smell a conspiracy if the winner chose 26 annual payments. The draw was computerized, and NY requires the cash/annuity choice to be made when you buy the ticket, instead of after you win.

I also look in NJ for a ball park figure of around 40% of the gross jackpot for after tax, cash option. I figure the cash option is about 60% of the annuity option, multiplied bt 65% net for a total of around 39%

Usually the for life games (which are annuity-only) are about 10 bucks so I don't play those. I usually play the $1 or $2 scratch-offs which pay all in cash. So I guess I do play all cash games. =)

Giving out lottery tickets for Christmas?
In NY give Mega Millions tickets and/or Instant Take Five scratch tickets ($1 each) as gifts. Do NOT buy a NY Lotto subscription as the payout is only 40%.Elsewhere all games are good except MA Megabucks, OR Lose for Life, PA Unlucky for Life, and various annuity-only scratch games (including lifetime prizes).

matt:At least there is/was no purchase necessary to enter the magazine and similar sweepstakes (boycott Publisher's Clearing House and don't order any magazines if there were an annuity-only prize). But to play the lottery, you need to BUY a ticket.
