I don't think something like Powerball needs to be rigged since even with millions of people playing, the possible combinations of numbers are also in the millions. That is why even with millions of people playing different combos of numbers no one manages to win. Scratch off tickets, on the other hand, I believe can and are rigged, at least in Florida. How is this not a massive fraud by the Florida Lottery?
So, after posting my question about the disappearing prizes on the Florida Lottery Instagram account appearing on their main page, their response was not to answer the question but to block my account and drop me as a follower on the Instagram page. Agreed. I've observed a similar situation with Connecticut's SuperDraw raffle. It's held twice per year, (New Year's Day and The 4th of July) tickets cost $10, with a maximum of 275,000 to be sold, and the top prize is one million dollars for one winner. There is a bet limit for online play, not sure about rules for individual states. This may only work in a special large pool where individual players play one part of all combos.
