I don't think something like Powerball needs to be rigged since even with millions of people playing, the possible combinations of numbers are also in the millions. That is why even with millions of people playing different combos of numbers no one manages to win. Scratch off tickets, on the other hand, I believe can and are rigged, at least in Florida. You can see my other post for more information on that, but in a nutshell Florida released a $25 scratch off game 2/24/15 promising 4 10-million

So, after posting my question about the disappearing prizes on the Florida Lottery Instagram account appearing on their main page, their response was not to answer the question but to block my account and drop me as a follower on the Instagram page. Agreed. I've observed a similar situation with Connecticut's SuperDraw raffle. It's held twice per year, (New Year's Day and The 4th of July) tickets cost $10, with a maximum of 275,000 to be sold, and the top prize is one million dollars for one winner. It seems that ticket sales are slow when they first go on sale (in October) but they take off starting around Xmas Eve. I'm told sales are brisk during the New Years Eve week. There is a bet limit for online play, not sure about rules for individual states. This may only work in a special large pool where individual players play one part of all combos. Not sure if you can legally register such a pool where members play individually. It may be detected as an illegally organized group against lottery. Lotteries are registered as games of chance. Addendum: as always, each succeeding digit is dependent upon the digit played before it - this is why First, Second, Third placement is vital.
