What are the odds someone walks into the QuikTrip and comes out with $16.5 million? How does somebody that stupid make it to a position as a supreme court judge? He must know that Tipton isn't the only guy who ever bought a winning ticket.

How did the lottery cheat anyone? Tipton knowing the results before the drawing gave him an unfair advantage but didn't prevent other players playing the winning combination. If players with tickets for that game get their money back they will be lucky considering players who won smaller prizes won't be expected to pay back their winnings. Facts are the jackpot was never collected and unclaimed jackpots have never been paid out to players of future games.

By trying to prove Tipton rigged the drawings, the lotteries involved are proving they indirectly cheated players. But for repaying the players, it's really not much different than when the TN Lottery's RNG was programmed for no repeat digits in their pick-3 and pick-4 games. The players that didn't throw away their tickets, were given an equal value ticket in future drawings. The problem here is who keeps losing lottery tickets for over years?

Tipton's attorney, Dean Stowers, said Wednesday that the report shows his client was wrongfully convicted based on a now-discredited theory. Sounds like any winner that picks his own numbers has to be suspected of cheating. Obviously there is a flaw in their system or Tipton would rot have been able to pick so many winners. They just weren't smart enough to find it.
