The vending machines are already jamming and slicing tickets incorrectly and the players lose even more...
Like a slot machine they state that jams and lost tickets (damaged) are not re-imbursed.

Then I walked across to Kmart and bought a $20 Monopoly after the clerk who was friend of mine, She told me that some dude bought 10 of them and all of them were losers (This was in the vending machine) so I took a $20 bill and a $10 bill and bought a $20 Monopoly and a $10 Million Dollar Holiday, The $10 MDH got me an instant $30 winner with the STAR symbol with $15 under it, And when I scratched off the 420 monopoly, The first spot had the FREE PARKING symbol for a 5X prize, Under it was $20,

Have self-serve lottery machines, but can't pay out any tickets? (Rite-Aid in Ohio)
Part of me is wondering if the clerk and manager on duty were just clueless too?
It's no different than any store with vending machines that are not responsible for the machines. In this case the Ohio Lottery is the vendor and I'm betting there are instructions on the machine for cashing tickets.
BTW - there is a gas station across the street from the Rite Aid, so I just took it over there.

How does Jackpot Self Service Machine works
They're big ole vending machines. Idaho's sell all the online games (Powerball, Megamillions, Wild Card, etc.) and a bunch of scratch offs, tho not as many as the c-store counters usually sell. They also have scanners that will actually tell you the value of your ticket. The stand-alone scanners that all the stores have tell you if you have a winner, but it doesn't tell you how much.
One big problem with Idaho's vending machines is that you can't tell if you can get a draw game until you put

Ok, Played Billion Dollar Blockbuster from Instant vending machine ticket number 028 hit 500.00. While I was getting the pay out for that, the cashier had BDB sitting on 21 and that has been lucky for me so I got it too and got 25.00 on that one, too. Finally, after quite a few Red days (mostly my fault for not taking a win and running I get on the plus side.

Poaching for winning tickets
So I was at the store today standing in line at the instant vending machine waiting to get a $20 Gold Rush. The last person behind me buys the ticket I was about to buy so I decided to just watch him scratch it and see if he wins before I buy one. Happy Holidays! Tickets in Texas?
I'm fairly certain that I've seen it in the Kroger vending machine down the street but I can't be certain. I'll make a point of looking for it the next time I go out to purchase a ticket. Have you asked them when they receive their shipments? It's always useful to figure out what their procedures are. I'm tempted to follow the delivery back to the warehouse to see where the tickets come from.
