Based on your description, the wheel's guarantee was very accurate, and it doesn't sound like you're doing anything wrong. 23 numbers in a Pick 5 game is a fairly big pool of numbers, so you really can't expect to get better than a 3-of-5. (You can wish for it though!) If you want to get a guaranteed hit that is larger, play a higher guarantee wheel a 4 if... wheel, and/or lower the size of your number pool, as in ... of 15 , or something less than 23.
