They would have to change their matrix and end their idiotic limit to jackpots for that to happen. Powerball alone could beat Megamillion even with California but not the way it is now nor with the upcoming matrix change.

Texas Lottery considers changing jackpot calculation
CASH only,PowerBall and OhioSuperLottoPlus have different rules for calculating their jackpots cash amounts. It may be confusing but when you play their games(slp) their rules apply.RJOh

The amount the jackpot rolls by after each draw, that won't change. But it should have more rolls, more often. That will get big jackpots, but it will take a while to get there. Mega Millions will roll much faster (I predict as much as $45 million per roll when it gets big), but will have a lot more winners, and a lot more draws with the minimum jackpot at stake.

Mega Millions or Powerball?
The reason Mega doesn't want more states is probably because they're afraid it will saturate the game and they'd have to increase the matrix even greater, which would probably start being detrimental toward sales when the jackpots aren't very high.
