What future Republican president would have the courage to write an executive order to totally ban a
noise-gate i don't put as much stock as you in which side gets to be president. It gives one side or the other bragging rights for 4 years but thats about all. It doesn't fix the overspending. The elite rich who i assume you dislike control both parties and are not going to let either party finance the big ticket items ever with their money, sorry. Whatever his refund policy is (even if it is a No Refund policy) you have recourse to get your money back especially if you paid by credit card or PayPal.

I assume most people who would win millions in a jackpot want to quit work and obligation not pick up new ones. Apartments, restaurants, storage buildings ect.? Are you serious? Why? When you run a business its a full time obligation staying competitive much less watching people around you for theft. Former Arkansas Lottery official admits stealing tickets
Another inside job on theft of Scratch tickets, similar to the one a few months ago:

In both cases, they were lottery employees, with the privilege to change the status of scratch tickets so they could acquire them free of charge. But in this case, he was higher up the food chain, charged with lottery security, so his impact was larger and greater.

I agree about getting a new phone number and PO Box. Unless you have a secure dropslot for home mail delivery, I wouldn t continue using a exterior mailbox because you risk people breaking into, snooping through and or stealing your mail.
Also, these things aren t at the very top of the list, but they do rank up there, especially in terms of reducing identity theft and people who try to perpetrate financial fraud.

Former MD Lottery employee charged with theft of lottery tickets
He sounds like a DSR, a District Sales Rep. They manage their accounts/stores in their area, monitoring sales and handling ticket inventory.
It is probably not direct theft on ticket orders, the store would notice that upon receipt. But I could see an opportunity for fraud when stores return tickets to the DSR. Typically this is done when a game is at end of sales date, or they otherwise have excess that they need to return. In those cases, packs of tickets returned to DSR should be credited

The retailers aren't typically allowed to hoard tickets. The ticket distributor/vendor controls the allocation of ticket packs to them, and seems to give them out very sparingly, only what they need until next refill. Sometimes retailers run out of a some games quite often, usually smaller stores that don't sell a whole lot. That forces them to sell other games they have in stock. But bigger higher selling stores rarely sell out and have lots of extra stock.

That is BS, this is outright theft on the part of the police. The money belongs to the estate of the boyfriend's mother whose funds were used to purchase the ticket. I don't see why the police should be entitled to a dime of the money past the normal fines. Even though it was purchased with stolen funds, I think a 50/50 split with this woman and the estate would be fair.

Well some things to think about here are....applying a reasonable person standard.
1.) Would a reasonable person have thrown away such a high value ticket...no.
2.) Was she negligent/or did she have an intent to abandon in throwing away the ticket? Probably not (unless the time period to claim had run). I doubt anyone plays not to win.
3.) is is possible the scanner misfunctioned? Yes.
But I am pulling for the finder as well. It kind of reminds me of situations when someone gets
