Can you specify at the time of winning for a prize over 311,000 dollars that the full federal withholding amount of 35% be withheld rather than the stated 25%?

Pennsylvania Lottery Numbers Drawing Suspicions
The same four digits have hit in the daytime Big 4 lottery drawing in three out of the past four days.
Yesterday, 5048 was the winning Big 4 number, as seen on Lottery Post's Pennsylvania Results Page . On Saturday, 8504 was the winning number, and 5408 hit on Friday.

Well, where should I start? I believe that, for the most part, state-run lotteries are honest games but, like any other industry that generates hundreds of millions of dollars, they're subject to an element of deception, fraud and corruption.
