JC:Mass has a game called $1,000,000 in Cash which DOES pay the winner in lump sum. AFAIK all other Mass scratch games with million-dollar or higher prizes are annuity-only.I live in NY state, which hasn't had a million-dollar CASH scratch game since 2000.

JC:What I meant was the prizes are not cash , but annuities, of which Mass does NOT allow a winner to collect in lump sum.Only in Mega Millions does Mass allow a winner to select lump sum in lieu of the annuity.

Time to change Mega Millions
Diva:I believe TX has a clause that lets them out of MM after 6 months. PB would be better (MUSL requires members allow PB winners to choose cash or annuity AFTER winning, and MUSL has other games, including Hot Lotto ).

Winning a big lottery not without its own cost
The value of money is typically worth more today than stretched out over many years. This is why you always take the cash. $162 million isn't going to be worth $162 million 25 years from now when you finally received all the money. You want what the money is worth in today's dollars. Take $60 million lump sum after taxes and invest it (you will do better than an annuity would) and you can live off the interest and never touch the principal.

mega millions winner
nope you could deduct any expenses for the year(s) you collect your prize - if you are paid on an annuity you could deduct trips to vegas or trips to various states to buy lottery tickets and/or gamble. yes it is deductable. but i would hire a pro since they could tell you the best stratagies. dont confuse the current 35% with the atm. and no - there would be no self-employment tax since no business licence is held.

I'm concerned that whoever the Shues consult for financial, legal, tax etc advice will have little if any lottery experience (given where they live), and would suggest they take the annuity, given they are somewhat young.

Because the jackpot will be cash-only, PA still has room for a secondary (annuity _option_) jackpot game.I could see PA negotiating with MUSL to change the matrixes of Hot Lotto to make it more of a jackpot-driven game. Remember that PA will have a second Wednesday-Saturday game, starting this summer.

Time to change Mega Millions
Even with TX joining the game, MM did not crack $200 million. I suggest the following:* Change the matrixes to 5/56 and 1/49 (longer jackpot odds, but better chance of winning smallest prizes);* Start jackpot at $15 million;* Lengthen annuity _option_ to 30 payments;* keep lower tier prizes as they are; with the exception of raising the 4+0 prize to $250 (making each lower tier a different amount).

jacaesar,The difference between NJ and NY is that in NJ even if you select annuity when you buy the ticket, you can still change your mind after you win and take the cash option. In NY, once you make your selection, you're stuck with it.
