Vt. Lottery computer glitch creates extra winners
Linda Hebert says she didn't think twice when she purchased two nearly identical computer-generated Fast Play tickets at North End Deli Mart earlier this month.
They looked like winners to me, Hebert says of the twin Red Hot Numbers tickets that she has been patiently waiting for the Vermont Lottery Commission to honor since she bought them on her way to work Aug. 4.
Turns out Hebert's double win was not due to lady luck but a computer malfunction and she wasn't alone in winning that day.

I have the perfect system that you can backtest until you are convinced.
Test #1
Step #1 Find ten pennies and mark one of them with a marker.
Step#2 Place them in a lunch bag and shake, shake, shake
(Simulate a Ball Drop lottery)
Step #3 Without looking, reach in and remove one of the pennies
Step #4 Check to see if the one selected is the marked penny

In the above post I tried to convince you of your error mostly with words, and I screwed it up!
It's not totally wrong, but misleading. the odds are still 1:1000 is referring to ONE(1) ticket!
Let's do it now by the numbers.
You have used your proprietary methods to select a subset of the 1000 possibilites, 64 numbers.
Assuming you will buy 64 tickets with unique 3 digit numbers, the probability you will win is either:

Well the number 25 in binary is 11001 and the number 50 in binary is 110010 so I think you may have an error in your array sizes.
Rather than correcting your VB code I'm posting it in php maybe you can translate it to VB, I'm using recusivity that makes it easy:

Pcurtis, after finding out that 871 = 337, the next step, step 4 is where you are making an error.
Step 4: Take the 337 add 1 to the second digit located within the 337. That three digit # now becomes 347. Continue in this same manner all the way down until you get to the # before 337 again. Remember that the first third digits will remain the same all the way down.
