No, that's wrong. People can only use a courier if they reside within the state.

Lotto Texas winner sues betting company and couriers, claims he was cheated out of $100M jackpot
I think this guy is out of luck here and has no cause of action. Courier services were not illegal and he did not allege any actual provable fraud. There was no money laundering by using a courier. Lol. Bizarre allegation. Very different than the Tipton situation with a lottery employee. And any law or policy that is unclear will not make this a winning case. It is also too remote and involves different drawings. He is trying to show but for causation which is very difficult to prove. This is no

Lotto Texas $83.5 million jackpot winner says she was denied payout
A woman who came forward to claim an $83.5 million Lotto Texas jackpot this week says she was denied a payout while the win undergoes a state investigation. [checks date of article, looks at calendar] That poor woman. How can they treat her so unfairly and make her wait at least 4 or 5 days for her money? Have they no sense of decency? How does one trust a courier service when buying a lotto ticket that could be worth millions? I've wondered about that. They'd be crazy to keep

Lotto Texas $83.5 million jackpot winner says she was denied payout
At the time of purchase, the courier operator produces the ticket with the wager, and stores it. If it is a low-prize winning ticket, it cashes the prize and send the money to the plays. If the win is above $600 the courier operator sends/gives the ticket to the original player and this one is the one claiming the ticket going to the lottery office.

Texas Lottery says NJ group tried to buy another Lotto Texas jackpot
No, banning courier services has no impact on money laundering. You're confusing the issues. It is the buying groups that present the money laundering aspect, not courier services. The lottery and the state have done nothing to prevent buying groups, and thus have done nothing to prevent the theoretical money laundering. I have no idea about the cap on winning or whatever you're referring to there. I'd rather keep focused on this particular topic.

Texas Lottery
I just read an article that claims Gary Grief and Ryan Mindell were aware and ok with courier ticket sales even though it was and is against the law.

Online Scratch-off aka Instant Tickets
Massachusetts has recently begun selling scratch-off tickets online through courier services like Lotto, Jackpot, Jackpocket, and more. I'm sure many other states do as well. If you know any other couriers, please do share. Couriers make money by charging a courier fee, a percentage of the ticket's cost. My fees usually are just a few cents, which I don't mind spending for convenience. I generally trust courier services with jackpot and pick-number games, but I haven't tried scratch-off tic

Winner of $95 million Lotto Texas lottery jackpot gamed the odds to win
A bulk discount on courier markup is needed to bring the cost down low enough for winnings to cover costs. How did the courier achieve an all-combo covering? Filling out play slips for a complete covering, even with automation, would take a lot of time. Add to that the paper management time and machine feed time for the play slips. A complete covering turns into a time management problem.

NJ Gov. vetoes bill that would allow lottery ticket home delivery
This sounds like a recipe for fraud to me! Why would someone need a courier service to redeem their ticket?
