I think this guy is out of luck here and has no cause of action. Courier services were not illegal and he did not allege any actual provable fraud. There was no money laundering by using a courier. Absolutely they authorized the machines and knew they were there. Gary Grief, the former Texas Lottery Commission Director, lured/wooed the dot com to relocate to Texas.
