Does that happen with other customers too? If so it's possible the clerk/owner at the time you try to play is anti-gambling, so they don't want to let you buy your tickets.

if the parents are right there by their little kid just letting him put the money in the machine, it's way less serious than a teen coming in alone to buy himself a scratch off. little kids just like they way it feels when the machine pulls the dollar bill out of your hands. a teen is old enough to have a real (and unhealthy) interest in gambling. since the sheriff's dept had to get involved, it's probably closer to the second scenario than the first.

if you're a gambling man, you'd be better off losing money in poker than sports betting. with sports betting you just make a big corporation rich, with poker you can make a random dude a little richer. i heard online poker is legal in pennsylvania.

Much worse than a lottery machine is a gambling habit at such a young age. Those stores do not want to held liable and it is a good law even though there are ways around it.
