The set of 23 numbers is fixed. These numbers are based on these numbers 0,3,6,9. Here is the breakdown:Any number that has a 'zero' in it ; 0=10,20,30 or any number when combine give you a ten's. For example: 19= 1+9=10, 28=2+8=10, and so on. 3's.Any number that has a 3 in it's tenth column or when added together gives you a 3. Example: 13,23,33,. 6's.Any number that has a 6 in it's tenth column or when added together gives you a 6. Example: 16,36,etc,. 9's.Same goes for 9. 9,27=2+
