It has. Back in 2013, Powerball advertised an estimated jackpot of $600 million annuity and yet the final tally at draw time was ~$590 million. I'm surprised the Powerball consortium didn't cover the difference like many states do with their in-state jackpot games. Do you mean the digit ZERO that BG mentioned? It means if the longest frame of time where a ZERO has not hit was say 30 draws/games( this is just an example) It is now 2 draws away from being at the same point...........so the record could be broken if it goes longer

Going back and only using the data you knew before a drawing would be closer to back testing but that's harder so it's not done. The Data you knew before the drawing? I have run a few ideas in the past. I am curious about what data you know before a drawing. That known data for the next draw can also be recorded for all of the previous draws (assuming it can be calculated). You can then look back for the Same known and record what happened next. In CA you have to submit a claim form for anything $600 and above. I would assume they would withhold fed taxes at that time. Not sure what they do in NY. Regardless, once the state has a record tho, they will submit to the feds for tax purposes.
