Interesting question, DELotteryPlyr! I think that these folks never recall their ticket(s) decline, and therefore never experience the pain involved had they recalled their action. I think this becomes the best win-win situation/event for all parties involved.

I don't understand why they are dragging their feet in jacking up the JP to $1B one billy. Afterall this is once in a blue moon event. I know they talk about projections. Wouldn't it be great to have this kind of nationwide raffle at Christmas in the US every year? I'm not sure we need the singing children to call out the numbers, but the lotteries surely could make a big event of it. The annoying anti-gambling people would probably try to throw up a roadblock, but I think it would be worth overcoming in order to have it in the US.
