NY debuts HIGH 5's today!
HIGH 5's has a top prize of $555,555 paid in LUMP SUM, which makes HIGH 5's the first NY scratch game with a top prize over $500k paid in CASH since Tax-Free Million was retired in 2000. Playing this game will send a message to the NY Lottery that people OVERWHELMINGLY are in favor of collecting in lump sum should they win, and that they don't want to be stuck with annuity payments.

Why they charge $2/ticket for online play
Quote: Originally posted by Annuityok on February 11, 2003 It is hard to hundle too much cash once. you have to hire a lot guys to manage it for you.If you feel you'd have a hard time managing that much money, then pick the LUMP SUM CASH OPTION and buy your OWN annuity. That way you are always in control. As far as the $2 goes. I don't think that is too much to pay considering you are out of state and even in a state that doesn't have a lottery.

How do you lose by Winning big?
RJ: Mass. DOES NOT allow 6/42 or 6/49 winners to collect in lump sum. In addition, almost all scratch prizes over $200,000 are NOT paid in cash. I consider it corruption since such winnings unnecessarily go through a third party (ie, annuity provider). Companies that sell annuities to the Mass. Lottery (and the NY Lottery to a lesser extent) make huge amounts of money simply because the lottery winners didn't have a cash option.

How do you lose by Winning big?
Sounds like he would have been a bigger loser if he had taken cash and put it all in a bad investment, which proves people who know nothing about investing should take the annuity. At least he'll still have a check coming in the future.RJOh

Alabama man originally conned in '95
Re the story Todd posted this morning: The first time he was conned was when he won Florida Lotto eight years ago, since he receives annuity payments. He could NOT have opted for cash (writer was wrong) since FL did not allow winners to choose until 1998.

$5 million Lotto Texas LOSER
Assuming Lotto Texas changes its format soon (expected to become a Powerball-type game), one thing TX needs to do is to change the rules so that players choose AFTER they win, instead of when they play. The story Todd posted this morning says the winner has not come forward; however, it was recorded as an annuity ticket, and TX _does_not_ allows players to change to cash should they win.
