Let's Make Friends With the Pick 3 System
When dissecting a lotto database to look for patterns in this manner, the rearranging of the draw combo pattern is one of the first things I do also before performing any operations on them and logging the results for the last 50 to 100 draws. First I put in order and use the smallest to largest digits in the combo, then the largest to smallest. Then I use the remaining combinatoric ways to construct the same combo in different orders.

I voted 'both'.
Seems to me the basic operations are probably fair and honest as a rule, with the occasional exception.
But the marketing side of things brings what the marketing side of any product brings when the target consumer is the general public.
