Never let lottery assign you an annuity
The issue here is NOT whether cash is always the way to go . California still requires the cash/annuity choice be made when you PLAY instead of after you win. The time to make such an important financial decision should be AFTER you win, not before.

I agree that many players like the idea of a lifetime prize, but, US lotteries should be allowed to offer such prizes ONLY in scratch games, and prohibit annuity-only situations where the prize is not lifetime , eg 20 or 25 years.

The NY Lottery from 1996-2000 had a scratch game called Tax-Free Million , which had a grand prize of $1.6-plus million, with winners receiving a check for $1 million LUMP SUM. Not only have the NY Lottery not offered a new version of this successful game, but ALL the scratch games with a potential top prize of over $500,000 are ANNUITY-ONLY, including five games of $1m or $2m in 20 annual payments with NO CASH OPTION.

I am not so high on this game, because the top prize CANNOT be paid in lump sum. There are about 10 different NY scratch games that are annuity only , including three Lose for Life type games, six which pay in 10 or 20 annual installments with NO cash option, and a scratch game with Lotto free plays that automatically say 26 ANNUAL PAYMENTS . The best NY scratch is Instant TAKE FIVE .

i'm new to this
While neither MUSL nor its members have publicly announced the changes effective the first weekend of October, a news story mentioned that the new version of Powerball will be a 5/53 + 1/42 game (instead of 5/49 + 1/42), the annuity will be 30 payments (of course the cash option will be retained), and the minimum PowerPlay multiplier will be 2x. Full details should be available soon.

RE the Florida Lotto story on front page
RJOh: Assuming the woman would have preferred the lump sum, she may have not have known about the 60-day period in FL to decide on cash or annuity. If that's the case, she learned a hard lesson. If she dies early in the 30-year period, her heirs MIGHT go into debt paying inheritance taxes on the winnings (I think she's NOT married, BTW).

If you buy tickets where the cash/annuity choice is made AFTER you win, it is VERY IMPORTANT that you check your tickets ASAP so the cash option can still be exercised (you lose the choice after 60 days). It might be better if the woman never found her ticket, and the $5 million or so cash value went back into the jackpot pool. What if the woman drops dead in the next few years?

Clerk mistakes
I'm definitely with youon the cash option. There was a time I wasn't sure, but I'm definitely a cash option guy now. But in this case I just said screw I figured what the heck I won't win anyway.Hey, is Mega Millions the same as Powerball in that you can choose after you win? The times I've played MM the cashier never asked if I wanted cash or annuity(which in PA they do) and the ticket doesn't specify which option was chosen.

MrCoolSoul: Have you noticed that Powerball allows you to choose AFTER you win, but with Super-6 an ANNUITY ticket _cannot_ be changed to cash if you hit the jackpot? Super-6 will be gone soon anyway.
