Well, that's just factually wrong. The lottery drawings in North Carolina are conducted with real ball drawings, and they are done in front of an auditor. He thought, as I too, that someone didn't play for an extended period of time so will play for them and nobody will notice. While it's true, Eddie Tipton proved computer drawings can be rigged and Nick Perry proved live ball drawings can be too, neither benefited the lotteries they were working for.
