Oregon man claims $6.3 million Arizona Lottery jackpot

An Oregon man who purchased a lottery ticket in Arizona is now a multi-millionaire.
Frederick Hallwyler purchased a few lottery tickets while visiting Arizona, including four quick picks for The Pick drawing on Saturday, Sept. 26, from a vending machine at a Fry's Food Store in Avondale.
He returned to Portland and remembered to check his tickets three days later. What he found out was that one of his tickets matched all six numbers for the $6,285,618 jackpot.

Which is better, Skill or Luck?
Luck is important with anything, but it depends on what you are doing. With some gambling events, you do need some skill (from experience) and luck. Something like bowling, golf, you need more skill. Lottery? Well, more luck than skill - but, some skill (if you have a method or can win if xyz occurs).
With Scratch Off cards? You need both - Skill from watching, keeping up with the game, developing (or trying) new methods, and some luck because of distribution - which, according to an Insider

I guess your vast knowledge of everything in casinos you got from Barney Vinsons' book didn't inform you that in the old days 'mechanics' were purposely put on certain games or that 'cheats' don't last long.

Mega Millionaire 'Bunky' Bartlett offers advice to winners
I agree with Bunky that taking the annuity would have been better for him because it doesn't seem like he is living off the interest that the money could produce. He seems to be spending the capital.
I predict in 5 years he will be be broke. He's willing to put in $5M of his own money to develop this video game? That would leave him $10M in the bank.
If he just lived off the interest of the $16M it could produce about $480K/yr. Isn't that good enough for him? It would be good enough for me
