Maybe the self checking scanner wasn't on-line or working. I'm pretty sure that you can buy a lottery ticket even if you're not a rocket scientist. Or if you're a rocket scientist, but just don't know much about the lottery. I expect that there are plenty of people, especially those who only play occasionally, who don't know about the scanners. It's not just clerks being unfriendly, making mistakes, scamming, etc. But also cashing any sizable winner (ie. $100+) is often a huge hassle.
