Well, how about states, like New York, which charge 8.8%? (according to USAMega)? Does the size of the lottery jackpot matter to you?
They keep getting ungrateful and raising the odds on the games so I now wait before I jump in. I have been playing so long without winning that I view increasing odds as an attack on loyal players.
