It's about a 2% chance any one digit won't be drawn that long. I put it at 0.18%. The probability of not drawing a particular digit is 0.9, so the chance of not drawing it in 3 tries is 0.9^3 is 0.729. To not do it in 20 drawings is 0.729^20 or 0.001797. That's about 1 in 556, so almost twice as likely as a single ticket winning the pick 3.
