In my august opinion Excel is the greatest lottery program available. With it, you write your own algorithym. There are numerous websites that will aid you in learning how to use the VBA program which comes with Excel and there are people here who will be more than happy to share their knowledge of VBA programming with you. So buy a copy of Home and Student Office from MicroSoft. The only way you regret such a purchase will be if you don't make the effort to do something with it.

Excel help need Combination FROM Lexicographix number
There have been some changes, but it looks like if you download with Internet Explorer the file may not reload correctly. You might have to clear out the IE Browser Cache or Use Mozilla Firefox, it downloads the updated file correctly each time. It's another one of those Microsoft things.

It's just prime for someone with a lot of computers and a lot of storage to database several RC-4 runs and see if the sequences are matching any of them. You can probably assume it's just the Microsoft CryptGenRandom() call with a straight modulus add 1 operation.
